Background: Greece achieved independence from the Ottoman Empire in 1829. During the second half of the 19th century and the first half of the 20th century, it gradually added neighboring islands and territories, most with Greek-speaking populations. In World War II, Greece was first invaded by Italy (1940) and subsequently occupied by Germany (1941-44); fighting endured in a protracted civil war between supporters of the king and Communist rebels. Following the latter's defeat in 1949, Greece joined NATO in 1952. A military dictatorship, which in 1967 suspended many political liberties and forced the king to flee the country, lasted seven years. The 1974 democratic elections and a referendum created a parliamentary republic and abolished the monarchy. In 1981 Greece joined the EC (now the EU); it became the 12th member of the euro zone in 2001.

Higher Education: Higher education is offered by 21 publicly funded and monitored universities (higher educational institutes) called AEI (Anotera Ekpedeftika Idrymata), 14 higher technological educational institutes (ATEI – Anotata Technologika Ekpedeftika Idrymata), ASPETE schools, and schools for higher education (Anoteres Scoles) which constitute the non-university sector.

Higher education is also offered by a great range of private institutions. However, higher education and degrees offered by non-state colleges and universities in Greece are not officially validated as university degrees.

Higher education institutes offer undergraduate and postgraduate education. Undergraduate education leads to a first degree (Ptychio Panepistimiou) after a minimum of four years of study.

Some disciplines, such as dentistry, are a year longer and medicine is two years’ longer. They also lead to a university degree (Diploma Polytechniou, Ptychio Iatrikis).

There are three different types of non-university higher education.

The technological educational institutes (ATEI) constitute the latest form of higher technological education in Greece and are an equivalent to the AEI. They award a diploma, called Ptychion of TEI, after six to eight semesters, depending on the discipline.

ASPETE schools offer technological and teacher training at three levels. For students finishing any type of Lykeio, there is a four-year programme (first level). On completion, students acquire a professional diploma.

All graduates of the non-university sector can continue their studies at university. They can enrol in the third semester of any university course, in line with previous studies, after passing a formal exam.

Programmes which offer professional training to people who have a first university degree or a degree from a non-university higher education institution are offered by ASPETE schools and at regional training centres (PEK).

ASPETE schools offer further pedagogical education and training programmes for graduates who want to work as teachers in technical and vocational schools.

The length of these studies is one semester for university graduates and two semesters for non-university degree holders. PEK are centres that offer further education and training programmes for teachers in primary schools, high schools and Lykeio.
